Color fill over image

Has anyone else had the problem that a color fill won't show up over an image? I noticed this doing some space takeoffs over an image of an old scanned floor plan. The image is in the background, and the walls, area boundaries and area tags show up fine, but the fill always goes behind the image. A filled region, on the other hand, seems to work as expected. I thought with the new transparent fill, this would work great, but not quite. Is this a bug?

Have you played with the draw order of the image in conjuncition with the transparency of the color fill?

As far as I can tell, it has no effect.

this is correct. You should file a support request to place images below color fills. Or at least to have control over it.
