Ghost Rooms Color Fills

I havent used color fills in a while, but last time I did, I thought I remember that it would remove colors from the key when that particular department/room type was no longer in the building. It doesnt show in the room schedule! So why is it in the color legend?

If it's in the color fill legend, there must be a room in the floorplan(s) that the legend references which is that color.

Possibly a room tag in a different phase??
