how do you turn off a filled region in a linked file? the mechanical engineers have linked our file but the 'white out' filled regions i used to cover the holes in the floor are also covering there pipes. i've tried going to visibility/graphics and the revit tab... i can't find anywhere to turn off the filled regions.

Are you using 2008? Under VV, Revit Links, Display Settings you have the ability to set custom visibility settings for linked files (you have access to Model, Annotation, etc. tabs). Since Filled Regions are simply Detail Items it appears to be an all or nothing deal, but it works.

is it still the case where this is an All or Nothing deal? I'm running into the same situation and would like to turn off a consultants' filled region inside their linked file.. but retain the other Detail Items.

Have you tried tab-selecting and "hide element"? We don't often want to see linked detail items, but we selectively hide linked elements often when we don't want to hide the entire category. alternatively, you could open up the linked file's linked view and simply copy and paste just the items you want into your host view (obviously this isn't a great idea of the consultants' going to continue to modify their detail items.)
