Is there a rule, when the xlines within blocks are selectable, and when are ignored during window crossing selection?

Window crossing is from left to right, which means the whole of the object is to be within the window for selection.
Did you meant selecting from right to left, where anything even partially within the crossing will be selected?
Or were you referring to the grips within the block? To turn those on check the box for "grips within blocks" under the selection tab of options.
Or did you mean something else entirely?

for example: when i made a block, what contains two perpendicilar xlines, with insertion point at its intersection and circle with center at intersection point, and than i need to select that block, by window crossing of the xlines (to the left) it works only inside of that circle. but i would appreciate if i would select that block more far fom center. but it doesn't work. selection is ignored, when i try to do it.

I see what you mean.
It also seems to be the case if you use rays instead of xlines.

Maybe its due to the definition of a ray and an xline. Both only have one fixed point and and angle. The xline extends infinately in both directions from the point, where as the ray only extends in one direction.
Even if the xlines/rays are not within the circle, the insertion point for the block is the main point of selection for those elements.
Since the xlines and rays, by definition only have a single reference point, does the insertion point of the block take presidence? It seems to be so.

Thanks, now i understand. The block is selectable with objects inside of its bounding box. xlines and xrays are not included in bounding box.
