Problem: We have a Revit 9.1 project we are trying to upgrade to 2008, but we get an error saying “Issued Revision Clouds Can’t Be Modified” it then says the project needs to be recovered and manually upgraded and then it closes.
Solution from Autodesk:
The problem you are having is a known issue related to issued revisions. To get around the problem, please follow these steps:
1. Open the file in Revit Building 9.1.
2. Go to Settings>Revisions...
3. Create a list of which revisions have been "Issued".
4. Uncheck the "Issued" for all issued Revisions.
5. Save and close the file.
6. Open the file in Revit Architecture 2008.
7. Go to Settings>Revisions…
8. Recheck the revisions that have been issued.
