I have gridline No. 11 not showing up in the elevation (see attached image). But when I change the gridline to become perpendicular to the elevation line it shows up. Is there a workaround this that allows me to show gridline at an angle in elevations?

Other than placing a 'dummy' grid as a drafted element in the elevation view you won't be able to fake Revit out on this one. The reason is one of accuracy. Depending on the viewing plane of the elevation the grid location is never in the same place.

No... this is as-designed. If this, conceptually infant, line is at an angle to the elevation, at what point on the elevation should it be placed? Where it intersects the exterior wall... what face? Where it intersects another column grid... which one? If you have to have one then you'll need to place it manually (and that probably means creating a custom family for the tag)... and of course if/when it changes you'll have to update it manually as well.
