Balcony Room Tag

Why would the room tag for this balcony pick up the wall below for a boundary? I have Room Separation lines at the balcony floor edge and the wall below only goes to underside of floor. I have attached a partial plan and section.

Maybe is it the wall we can see under the room ?

It was the wall/beam above. I didn't think that a partial wall 9 feet above the floor would be picked up by room tag. :?

It will if the base of the wall is tied to the level below, with a base offset of 9'-0".
