i want to place Viewports, schedules, legends on my sheets and have them all be in the same place on all sheets. right now i use Reference lines and copy paste those lines sheet to sheet then i align the best i can. is there a trick out there

There's no good way to do it. Everyone has a trick, but it all eventually involves eyeballing them. We've got lines in our title block that we can turn on and off, but it isn't really any better than any other solution, yours included.
Vote on the wishlist item to enable us to snap more effectively in sheet views... (search for it on the wishlist forum)

I'll just keep on going with the "eyeballin it"
sometimes Revit surprises me when it cant do a simple thing like this

Me too. It frustrates me beyond belief. I think the developers have focused on resolving more "serious" issues - like wall joins, modeling functionality, etc... Unfortunately, sometimes the non-serious issues have just as much of an impact as the serious ones, and sometimes they have even more of an impact in terms of impressions of the software.
The inability to produce clean, organized, dare I say anal-retentive sheets has been one of those anti-revit marching cadences, and they still haven't fixed it. I don't know why it is so difficult to fix - just let me bloody snap view boundaries to annotation objects to modeled geomery. Let me decide if it's a good idea...
