Call-Outs in Phases

I have an Existing Site Plan drawn in "Existing Phase". When I do a Call-out and change the Call-out Properties to "New Construction"....the call-out boundary & reference in my Site Plan disappears.
I want it turned on so I can Show the reference in my plans.
Your prompt response is highly appreciated..

but the Revit behaviour you describe seems logical and normal,

Can't you just duplicate the existing site plan and make it 'new construction' phase and put your call out in that?

I kinda did that and it worked out fine...I guess it was a "user-error"
