Link files and Draw order

When an Autocad file is linked in "Current view only" the 'sorting element draw order' are available ie (Bring to Front, Send to Back). Why are these controls not available when a file is just linked? I am assuming the linked file in "Current view only" is linking the file as a detail element - Can anyone explain the logic in this that 'sorting element draw order' is not available on all linked files.

I am not sure if I can explain it, but it seems to me that if you do not choose current view only, the linked file appears everywhere. Because it appears in every view, there is no need to use draw order because you can see it regardless not unlike 3d objects.
