Would i be correct in assuming that the best way to do an electrical layout
is to use LIGHTING FIXTURE and ELECTRICAL FIXTURE so that you can
make a schedule.
Alternately, what would be the benefit of using GENERIC ANNOTATIONS.
At this stage i only want to see a plan symbol
I'd appreciate some direction

I would definitely go with the fixtures, can't see any benefit to generic annotations. Even if you DON'T schedule them, putting them in the 'right' category will give you greater flexibility in view control. Using lighting fixtures doen't mean they have to be fancy three dimensional objects, a simple rectangle can still do the job you nedd, and as you say, it can then be scheduled.
