Due to HD space, I have changed the way we do our machine lockout sheets. We now only have I background to change in model space but I need to change only pieces of the drawing in different layouts. I have about 15 layouts per machine, with each one having a different piece of the machine that the color has to be changed. I need some ideas to fix this issue I am having PLEASE.

I think you need to provide more information.
You have a drawing of a machine in model space and several layouts (in one drawing) in paperspace?
Which version of AutoCAD are you using?
Acad 2008 has viewport layer property capabilbites.
Are you using xrefs and plot sheets?
Possible to post an example?

I am using AutoCAD 2005, sorry cant provide an example. I have multiple layouts, all with the same viewport of the machine. All have different lockout points which need to be red when printed out, everything else is gray.

All have different lockout points which need to be red when printed out, everything else is gray.Sounds like you're using one cadd file (model in model space and multiple layouts)?
I suggest you save your model (machine) as an xref base, you should create different layers on your model for each situation so you can control their colors.
I also suggest you use separate sheet files for your layouts, this will solve all your problems.
Option A You would insert your xref into your plot sheets and control your layers through the layer dialog. You would just need to do it once and do a "saveas" 14 more times. You would then manipulate your layers and text etc.
Option B Would be to xref your base into the sheet with 15 layouts, but you would need to xref the base in 15 times (rename each one separately to be able to control the layers for each).
I would go with "option A", but that's me.
Things to remember for all of this is:
Set all layer colors "ByLayer" and set visretain to 1.

Could you place markers (in difference places) on each layout?
