How does one save the layer map that you'd like to see or not see in ADT? I go from one layout to the next and save but it doesn't remember the ones I turned on or off.

use the command VPLAYER to Freeze or Thaw the layers in a viewport
this is the ony way to set th layer in each view port.
note!!!!!
object on layer freeze in in viewport but not freeze over all will be selected if you you the all Subcommand when selecting object.

It worked for a simple layer name (A-DETL-nonstandard) but I can't seem to get it to work for longer names. It doesn't register with the xref layer names. How should I type in the xref names? and for the longer ones-type out Fire Protection Ceiling Sprinklers? Thank you.

if you use spaces in your layer name your will need to quote the name on the command line "fire protectin ceilling sprinklers"
I use a _ in place of a spaces in layer name. the spaces in layer name, files name and style name look good but when you start use programing with object with space in the name it take more work . That way in old autoacad spaces were not use in layer names.
you can use wild-card characters ? * in the layer name fire?protection*
for xref the the xrefBlocName|layer or use wild-card
*|layername
you can use the layer properties manager to set the the layer in a viewport go to the viewport and open the layer properties manager click on the current vp freeze button for the layer you need to freeze in the viewport
