DXF files from Arch Desktop

Can anyone tell me why I might be able to save a file as an ACAD 2000 DXF out of ARCH Desktop 2.0 but when I try to save out as an earlier version (ACAD R14 or earlier) CAD locks up with no error message?

What is your setting for Proxy Graphics?
Is it on or off?

Proxygraphics value is set to 1.

I have just discovered that with several other files that I cannot save to a previous version of .DWG either. I have purged the drawings. Ran an audit. I have also made sure that the drawing is all at (0,0,0) and that the image is two dimensional.
