Is there a way to give hacth specific dismensions such as 6" instead of a scale based on plot size?

If I understand you correctly, you are looking for model fill patterns.

Model patterns have a real world scale whilst drafting patterns are always a specific dimension depending on plot size.

my problem is i have a 6" tile on a wall and i need the tile to be 6" in the elevations. And then i need to move the hatch lines to the proper location to line the grout line up with the adjacent millwoork. Doesn't the model hatch only take over when you do 3d renderings?

No. Model patterns are basically exactly what you describe, a "hatch" or surface pattern that will stay the same size no matter what the view scale is. It will show up in 3d shaded, elevation, plan if applicable, and can be moved around or rotated any way you like. To make the pattern you desire go to:

Settings->Materials: Choose your tile material, then click on the arrow next to "Surface Pattern" to the right

A dialog will pop up with hatch patterns. Make sure you are on Model, not draft and click new.

You will have controls below to change the default angle of the pattern and the spacing in each direction. Adjust to 6" each way and 90 degrees, and you have yourself a hatch pattern!
