Is it possible to change the dimension tick mark length?

Yes, you have to either change to another pre-existing length or create a new length in the annotation settings for the arrowhead, then assign it in the dimension type.

It is possible. The tick marks are set in the dimensions formatting dialog (Settings>Annotations>Dimensions>Linear../Angular../Radial..) using the list of available "arrowheads", which in turn are configured using the Arrowheads dialog (Settings>Annotations>Arrowheads).
