View Reference Tag - without dependent views?

Has anyone tried to create a "smart" view reference tag/use the view reference tag without using dependent views? Ideally I would just use a dependent view, but I need each view to show as a different phase. 3 phases = 3 different view since it has been my experience that when you change the view properties or visibility graphics for one dependent view then it changes for all. I appreciate any help or direction.

View Reference tags do not work outside of dependant views at this time. You'll have to consider annotation symbols or text to provide the info you want for now.
