shadows are not displayed when color fill is set to background

having a issue with an elevation that can not make it shadow due to shadows are not displayed when color fill is set to background message....anyone can share some light?

I'm bumping into this same issue. I have fills on 4 elevations but only 2 of them will not show shadows. As far as I know color fills only can be sent forward or back not foreground/background like an imported cad file.

Edit: Got the error message again and noticed it actually says s in foreground. I was also able to get the shadows to appear by turning a transparent filled region to opaque. Unfortunately it doesn't achieve the effect it did when transparent.
