Drafting view scale

I did a drafting view detail at 1" = 1'-0" and when I place the view on the sheet the view scale shows 1/4" = 1'-0". How do I fix this?

The scale on the view title is automatic (if it is an out of the box view title family). if the drafting view is really 1" = 1'-0" then the scale should read as such. double check the bottom left hand corner of your drafting view to make sure the scale is what you want it to be. if it is, then it could be a bug and you should send it to support.
