Dimension Strings - Round Down or Editable

How do you make a dimension string round down, how do you make it editable?

Can't be made editable. To change rounding go into the properties and make a duplicate copy of the dimension type and then change the precision settings. You can't force it to always round down. It will round to the nearest specified unit, either up or down.
