If I load a sub-family, typically a generic model into family editor (may also be generic model family editor), I can rotate this loaded family in plan view but cant rotate in elevation. Rotation in elevation can only occurs inside the original family editor. My main purpose for this technique is to create vertical angle parameter in 3d space for some sub-component of space frame (such as the case in attached jpg). Thanks in advance for any help!

If I understand your problem correctly there are a couple of check boxes in the family type and parameters dialogue that you should look at. Either one might do the trick, depending on your situation.

steed-

In Elevation, place a Reference Line, and give it an angle parameter off of the origin. Then when you insert the object, you want to make its workplane the reference line. I dont remember if you can specify that when you insert it, or if you insert it then edit work plane... But i know one of those ways works. Ill check it out in an hour when i get to the office...

After testing, the only way to achieve vertical rotation for loaded family is as such:
Inside original family editor (generic model), under settings>family category and parameters: uncheck "always vertical" and check "work plane-based", then save the family, in upper level family editor, in elevation view (left or front),select hosted by work plane rather than by object, load the sub-family, this will make the sub-family rotatable in elevation.

You can nest a family within another and use a ref. line as Aaron suggested. The nested family has to be workplane based and then you select the workplane of the reference line to place the family. Now it will rotate when the ref. line rotates. Take a look at the attached family I just worked on yesterday.

thanks David! This is exactly what I want to achieve. One silly queston for you: how to place the nested family (workplane based) to the reference line or plane? I tried to delete the ref line in your file and create another ref plane and align/lock the structural column you created with the ref plane and give an angle parameter, but it doesnt allow me to flex the angle. I also tried edit work plane and select pick a plane option, didnt work. Can you give me little bit more detail on how to "place" your column on the ref line (or plane)? Many thanks!!

See if this explains the process better.
