Pipe Label Leaders Won't Reach

I've come across an issue with the crossing labels. Every so often I label a crossing and then drag the leader arrow to the center of the pipe, but sometimes it just doesn't reach. Any ideas why it does this? I'm tired of getting the red cloud on review sets that tell me to make it point to a certain spot when Civil3D won't let me drag it.

Is there a way to fix this or do I just have to keep adding a text label in there?

Have you tried playing with the GAP setting in the dragged state tab for your label style?
