Masking or Filled Regions?

I've imported a .jpg and want to cover up a portion of the image, but when I put a masking region or filled region over it the image just shows through as if the filled regions are transparent, which they are not. Has anyone had this problem before? I've tried moving the filled regions to the front and have the image set to background but still no luck.

Did you create the mask on a level or reference plane above where the jpg is?
