I am doing a plan detail with the Callout tool, will Revit let you make jogs in the bubble or are you stuck with a rectangular shape with chamfered corners. See Attached pdf.

You're Stuck with the rectangle. You can't have everything... I'm sure it's on the Revit wish list.

Someone correct me if I'm wrong.

The only control you have is over the radius of the corner of the callout. You can adjust that under Settings/ViewTags/Callout Tags

I would assume you can make the bubble invisible and draw a new one in the shape you graphically want.

Actually it won't allow you to do this. And even if it did ohhh wow, my head spins thinking of the problems that could develop.

You can make it work, I don't know what the ramifications are, but it is not difficult.
Change the color of the Bubble to Match your background color and draw a new bubble.

Autodesk should add it to the next build. This is a standard in the industry and I cannot believe it is not in Revit.
