I have a survey with spot elevation with ngvd elevations, How do I input those elevations to the relative 0'-0" elevations of my floor plan? any suggestion.

Any imported .dwg, .dxf, or .dgn that contains 3 dimensional data can be used to generate a Revit site Toposurface. The imported data should contain elements that have a "Z" height value. The best results are data that are contour lines with individual "Z" heights or meshes. If the imported data contains more than contour lines or other similar 3d data, Revit may also use the additional data to generate the Toposurface.
Ther is a tutorial in the Help files on creating a topo from imported data.

I would happily take that point
data and turn it into a set of 3d
countours for you to use.
You would need to tell me the format
of the point data and if it is metric
or imperial. It would take about 5 minutes.
