Is it possible to place a dimension from the center of a circle to something else in the model without having to draw something like a reference plane in the view to dimension to?

I assume the circle is just a line? If so go into the properties of the circle and check "Center Mark Visible" now you can dimension to it.

Go into the circle properties. Check the box for "center mark visible." Then you can dimension to the center mark.
