Dimensions to handrails

How come you can dimension to a handrail and other ones you can't?

I ca n dimension one handrail end in the same stair, but cannot dimension the other handrail end. It will not recognize it at all.

I have run into this issue before. Sometimes I can dimension to a handrail and sometimes I cannot. This is an ongoing problem that I have not seen an answer for.
