Can anybody assist how to start create VRayLight at windows. I'm new...

You can click and drag in the viewport and make th light the same dimensions as the window, then use the transform tools to move it into place. You can also use the autogrid function to create the light directly on the window surface. Then just adjust it into place after the dimensions are correct.
