Ok, so what I want to be able to do, is to set up guidelines that can be snapped to, but only visible when moving/rotating the block. Revit has something similar.

Examples:

A toilet block with a "guideline" 18" to either side of the centerline of the toilet.
Or
A door block with a "guideline" 12"/18" off of the strike jamb.

Currently I am seeing whether a dot linetype on layer "noplot", with a dark grey color, matching that of the tracking line, will do for now.

I'm baffled?
What do these guidelines help one do that well thought
insertion points, and the normal otrack lines do?
In your example a WC, it should be or is often centered
in the space that it will be placed, so how does having additional
lines help in centering an object within its space?
