I used families for the "balusters" and "panels" I used rails in the model. Can Revit even do this with the railing tool? I have not had a chance to look at ALL of the railing improvments in 6.x

You could achieve this, though it would be a little tedious.

You would need three baluster families I think. A start post which had a panel bracket on one side only and a half panel, an intermediate baluster which had panel brackets on both sides each carrying a half panel and a corner baluster comprising two balusters at the appropriate angle to one another each supporting a half panel. Set up your railings correctly and you should be able to create the raling you show with as many panels and 90 degree bends as you care for. If you have a different angle to turn through you may require a new railing type with a different corner baluster.

It would probably be quicker to have a handrail railing, which was a single rail and then a series of simpler railings each comprising a start post and an intermediate baluster as described above. I used that method in 5.1/6 to achieve what can now be achieved with the composite railing tool as it offered easier control over changes of direction with a complex baluster than using the method I describe above.
