Is it possible to suppress a dimension extension line. How about a differt tick mark on eac side?

I need to tie (dimension) a stair to a column line, but the closet one is outside of my view, so the dimension disappears when the view is cropped.

No it isn't...

How can you tie a stair to something you can't see?

Use a note w/ arrow.....

Maybe you'll have to create a family that will serve as a "fake" dimension. Do it as an annotation family, using lines to create the extension lines and thick mark to match the dimension style in Revit. You can also use a break line symbol to indicate that your dimension in being cut.

For the text, add Label, so you can modify it and write what you want when you load it on the project.

Just a workaround, but it works for what you need.
Attached you will find a quick example of what I'm trying to say.
