Copying elements changes associated level

Whenever I copy an element, like a column for instance, the associated base level changes. Both levels are at the same elevation but named differently and are for separate buildings. There are seven buildings with differently named levels at the foundation all at the same elevation. All new entities default to one of these levels even when using copy and the original entity was associated with a different level.

What level is the view you are copying into set to? If you have seven different levels all at the same elevation then the plan views you created at that elevation might all have the same levels set as the work plan. You might be able to fix this by setting the work plane to the level for the building you are currently working on and then pasting.
