Is it possible to accurately dimension in a 3D view?

Dimensions will go on your active workplane. Set your workplane to a wall face and then dimension the wall and you will get a 3d view with dimensions...

another related tip. If you want to dimension on the cut line of a section box view, create a named reference plane right where your section box cuts. Then make that reference plane the active workplane in your section box view and dimension away...
