I have linked a dwg file to a Revit. I need to raise the first floor elevation to the level of the contours on the site in the dwg file. However, when I change the elevation of the Revit objects, the dwg file automatically moves with it. I have tried removing the constraints, but the site still moves with the Revit drawing.

Your linked drawing is going to be associated with whatever level was active when the .dwg was linked.
So if your drawing was imported into a site view, revit associates the site view with level 1 by default. So if you move the revit objects by moving the levels, including level 1, the .dwg will go with it.
You might be able to get around it by adding a level below level 1, delete the original dwg link, and then re-link it to the new level, then move the other levels to get the desired effect.

Also...
You may have noticed that when an imported element cannot be moved, it CAN be copied. Assuming the underlay is visible in more than one view, go to a section or elevation, copy the element vertically, then delete the original. The object will still be linked to the level on which it was placed.
