Have a siteplan with a jpeg of the existing under some line work. The image is set to background w/lines on top. No matter what we set printer to the jpeg does not print unless we create pdf.

Sounds like it's a setting in the print driver or printer that causing the problem since it appears everything's OK when you create a PDF.

I usually have to chose raster printing when there is an image inserted.

It may well be overkill, but I always set my printer to 'raster' and 'presentation'. I figure if I spent the time to create the work, I want it to look as good as possible. If jpgs (or other graphic formats) are involved...'raster' always. Presentation...more of less a luxury.

Same issue here. RA2008 HP 5000, not printing jpg as overlay in view (ok on sheet),

Only started happening in 2008 version and sometimes driver crashes if not set to avoid out of memory problems when printing large colour fills.

Autocad prints all jpgs ok.

PDF work around ok

Similar problem here. Have a small JPG inside a drafting view... "it printed yesterday" is what i'm told... Now, it does not even print in a clean template.
I have had this occur intermittently with small client logos as well. One raster logo prints and the one right next to it does not...
I always try to chalk it up as an image file fault, but the "Here today, Gone tomorrow" raster mystery seems more like an internal Revit quirk to me.
