It seems that every time I duplicate an elevation, it becomes associated to the elevation tag in plan. I want the elevation tags in plan to stay associated to the default north, south, east, west elevations. Is it something I am doing, or is there a setting that controls this? Thanks.

If you dulicate an elevation - it will also duplicate the symbol. Right on top of the other one. There is no way to make an elevation without using an elevation symbol. The symbol can be hidden, but not deleted.
The only way to make a "elevation" with no symbol is to use a callout detail in the elevation view. The callout is easily hidden in the parent view and can be set to not show in other views.

You know, that's be a great Wish List item.
When you Duplicate an Elevation (or any View, for that matter), Revit could ask you if you want to automatically Hide the symbols.
I'll post that tonight.
