Colour fills wont show through JPG image

Hi all

I have a building and in plan have placed a color fill scheme to the rooms - all works fine.

I have been given a site plan in JPG format that I want to import this JPG and send it to back so the colour fill still show but I cant .

No matter how I try if the JPG is over / under the revit model it stops the colour fills showing through. I have tried sendint to back and also making the image transparent in Adobe but it still hides the colour fills.

Anyone have any ideas

The most obvious one:
Have you checked the "Foreground" button in the Color Schemes dialog?
