Spot Elevation Incorrect on Level Below

I have two floor plans which I am tagging with a spot elevation. On the lowest level (P3) I tag the floor and it shows +628.00 which is correct. On the level above (P2) part of the floor is open to below. Here I want to tag the floor below (which is visible) with a spot elevation. It tags the floor below but it shows +627.00 which is incorrect. See attached.

Any idea why this would be showing a different elevation number? Both are flat floors.

Very odd. I can't reproduce this effect.

I can't seem to reproduce it either except in this particular file. I just can't figure out why it's giving me different elevations...
