How can I make property lines visible in 3d views and others views.

You could trace a model line over them

Or you can do a copy aligned to create a sub-region in the topo surface.

Model lines ok for flat site, (seem to remember the world is not flat accordong to some);)
Use a simple fence panel to array down property line and host to the topo.
