What is the best way to model a stucco band around windows or doors?

I think you should use openings with trims and make the exterior finish of you trim to be stucco.

You could do it a couple ways.
One of the easier ways i think would be to model the stucco band inside the window family itself.
Another would be just creating an in-place family and copy it around to all the windows that require the banding.
just my 2cents.
I usually use an inplace family to do this.

Don't create an in-place family. Use a generic wall hosted family.
This way you'll be able to edit them all at the same time. In-place families must be edited one-by-one.

+1 for the Wall Hosted Family, or in the window family itself.
Personally i would window family itself, so the parameters can all flex together. The family sitting on top of the window family will require you to edit them seperately, if theyre not tied together in some way. Also, depending on how you build the families (where the origin is) ive seen a few people struggle with the trim saying "there is no wall here to host this object."

And ill take this somewhat related opportunity to state my whacked belief that in-place families are the spawn of satan, and that the create button should all but be removed fromt his program, to rid us of the horrific tendancy of users to push that button and pile in-place families throughout our pure models.

Me too, good to start the day with a laugh. Ah, the joy of coffee through the nose!
Too many times I've heard clients say "But it's soooo hard to re-model it..." after an enthusiastic Reviteer has made an in-place family that now needs to be a component family.

Needing to manually update every single instance, not being able to leverage the item in a reusable fashion, the "relationships/constraints" they form to other objects in the model, the way they detract users from modeling in a nature that is schedulable and trackable (although this falls under users not using the correctly).
BTW, my absolute favorite: When in-place **** gets added to a Model Group. Oy...
