The new Civil 3D 2009 recommend requirements, as shown in the Civil 3D 2009 Questions & Answers white paper state that the processor needs to be 3ghz. I'm assuming that is for single core and if you are planning on running dual or quad core it would be less. Or at least that is what I hope.

Is there some Civil 3D 2009 user/tester that can verify that number?

Where did you find this C3D 2009 white paper?

The only thing I found was the regular C3D system requirements:

That states the minimum processor is:
"IntelĀ® PentiumĀ® IV processor, 3 GHz or higher, AMD Athlon TM "

We have several Core 2 duos, I believe they are 2.33 GHz, and they run circles around a P4 3.6 GHz.

I do believe I downloaded the PDF from iMaginit's website. Same requirements as you noted above, but just wanted to make sure getting dual-cores would be good enough. We have a few computers that need to be changed out in the LDT to C3D switch over.
