I have a huge list of drawings that I need to bind. But every time I do layers that were previously not turned on are suddenly on. Because of the amount of items and layers in the drawing it has been extremely difficult to make sure I have everything off. Any idea why the layers are being turned on and if I can bind these X-Refs without the layer settings changing?

If you're using the Bind (Insert option), xref layers with the same names that are in the drawing you're bringing it into will appear as they are.
For instance, say you have an xref with a layer named A-WALL
The xreffed layer name is (before binding) is XREF|A-WALL (and pretend you have it frozen because you didn't want to see it).
Your drawing using the xref also has a layer named A-WALL, and it's not frozen, it's on.
When you Bind/Insert your xref, it's like you're inserting the file, and the layer will come in thawed and on with the same properties.

Maybe this isn't your problem but something to think about.

But how about Bind. Bind? I understand what your saying about the bind insert except I was doing a bind, bind and it still happened. I am going to see if I can do some purges. the other issue was that there are several levels of X-Refs and I was really hoping to do this with scripts. Nothing like a little grunt work eh? Turns out it was because of the order I was doing it in. I had some issues with the layers of X-Refs because there were some unloaded and needs reloading x-refs so it would not let me bind. So in my wisdom I went to clean up the x-refs and was binding them there. Because of that it changed the layers from the bottom up and ultimately changed the final drawing.

Yes well, that is one of the probs with bind: if anything is wrong it stops binding. So you need to rather use Attach / Overlay than Unload / Reload. This way you don't need to play around when binding.
