How do I go about creating a penetration through a structural framing member. I have an exposed double tee roof structure and I need to add skylights. The skylights work fine in the membrane and rigid roof that I created on top of the tees, but I haven't been able to make a hole in the tees.

In place void I would guess...

Unfortunately it isn't as simple as creating an in-place void. You'll need to add the holes to the "tees" in the family which means you'll need a separate family. This also means that you will have to determine the layout first and then build the voids into a specific tee family.
Alternatively you could model the structure with a floor (or roof) slab and sweep the "tees" vertical members on the bottom of the slab. This will let you put floor (or roof) hosted objects into/onto them more easily.
Lastly you could model the entire tee with an inplace family...
