I'm sure it goes against the grain of ADT to need to use layers to control the display of objects, however it would be usefull (as I still use AutoCAD objects in my constructs occasionly - sorry Autodesk!!).

Perhaps the ability to assign a layer state to a display set perhaps is what we need?

Yes--depending on your users' knowledge base, it is difficult to convince them that using multi view blocks is a better way to go when they already have lines drawn. Layer states, especially in xrefs, are cumbersome and is unreliable in my opinion and it creates one more thing to track and update and switch. Architectural site plannning is an area that would benefit most from such a tool upgrade. I would only be happy if it was "Freeze/thaw" versus "on/off" though.
