When in doubt, model it like it would be built. So you could probably go either way. sometimes the floor is first, sometimes the walls are first. Depending on the conditions, building type, etc....

I usually place walls first so I can get a sense of the footprint before I put in floors. Its easier to tweak wall here and there than it is to keep editing a floor sketch every time you want to tweak the footprint.

I usually draw my walls first, then I can use "Pick walls" and "Extend into wall core" options. If you don't draw your walls first, you can't use this...

If you do floors first and then walls, your floor will not move and update when you move walls around.

Besides, you almost always deal with the vertical enclosure elements (walls) before you get to the floors, so might as well draw them that way right?
