All,
My project is currently in construction doc phase, but I was starting to think how we will deal with issuing letter size bulletin sketches during construction administration. In autocad, we would cloud the revisions on the overall drawing sheet and then we would duplicate the sheet tab, change the paper size to letter and crop the viewport down around each revision, then stick a letter size titleblock on it. This worked very well. I have tried to accomplish this using dwf files and I think I am pretty close, but have ran into some hurdles. How are other people dealing with this issue?

what i do (get other input).....create 8 1/2" X 11" title block....i like creating them with the label that lets you time stamp.....duplicate the veiw you are going to ammend so you can place it on a sheet....change scale to whats appropriate for you....this may create alot of duplicate views as you go....or, make sure you create a PDF of letter size sheet then you can re-use one view and re-number your addendum sheet

We use an 8.5x11 sheet with a date field that is NOT tied to the project issue date parameter. It's just an instance parameter of the title block. Then I duplicate the required view (either with or without detailing, depending on the circumstances), re-name the new view as needed, and place it on the sheet.

We also use numbering like AD 1.1 etc. for addendum sheets (issued during the bidding process) or ASI 1.1 etc. for supplemental instruction sheets issued during building construction.
