Why does Stepped Offset not work on only one of my feature lines?

I have a kerb line I want to have a stepped offset and it does not work. There is no error or message when I go through the procedure. All other kerb feature lines in this job do not have any problem createing an offset.

Any ideas?

I've had the same issue. It appears to be a buggy command.

Sometimes the horizontal distance you're trying to offset it to is too small. For curbs, we tried 0.01 for the distance between face of curb (top) and gutter line with a vertical difference of 0.50 and it either didn't do it or didn't like it and crashed Civil 3D. Will the same feature line offset at a different distance? Would an offset create some sort of crossing feature line, kinda like when you offset a polyline and it trys to intersect itself and wacky things happen? I'm just throwing some troubleshooting things out there......
