You will have to play around with the position of the core boundary to get this to work
in the wall structure dialogue

Check yout the help file for wall cleanup, it's based on priorities.

The material layers within a compound wall have 3 basic rules;

1. Cores always penetrate other wall layers to reach the core of a joined wall.
2. Higher priority layers (the 1-5 rating number) penetrate lower priority layers.
3. Layers won't cross another layer with the same priority level.

1 is the highest priority level, 5 is the lowest. These have preassigned functions. To get a material layer to cross another you either need to raise its priority level (and its function) or move it into the core zone of the wall if it has an equal priority level to the joined wall layer you want to cross.

Placing a material layer in the core zone also changes that wall type's core boundary and centerline. Something to be aware of if you use core boundaries or centerlines for things like room boundaries or dimensioning.

Remember that these are type qualities and not instance qualities. Changing the wall structure will change it for all walls of that type. In some cases it's a good idea to create a different type if that join condition is not project wide.
