I suspect this topic has been discussed before, but is there a way to turn off the visibility of individual dim lines or dim styles? (Wasn't this possible in R5.X?) For example, I have partition dimensions that I don't want to show on my receptacle location plan, but I need to dimension the receptacle and electrical device locations.

Yes, you used to be able to turn off the instance visibility of dimensions, by it was removed to overcome problems with elements being constrained by dimensions that had been created and made invisible on one specific view. The constrained elements were of course constrained globally in all views, but finding the view to locate the constraint became a difficulty.
You can delete the dimension now, and the element will remain constrained and report the constraint if you try to modify it.
Alternately, you could create a dimstyle that's white in colour and uses a blank font with a transparent background.
