Based on 2008 experience, I made this wild assumption:
- If I change the file locations in the Settings/Options/Places dialog, that would be reflected in the Open/Places dialog shortcut list.

It doesn't seem to work that way.

So the question is, "Why have the Settings/Options/Places dialog if it does nothing?"
Or does it do something? ...and what does it do?

I have several places defined like our component library on the server, the project location on the server, etc. in the Places dialog, and they all show up on the left when I open a file.

However I did have a problem with one place (our FTP server) repeating itself many times down the left side in the Open or Save dialog box. Never could figure that one out.

OK - let me be more specific.
- When a file gets added and moved to the top of the Options list, it is placed on the bottom of the Open dialog shortcuts.
- When a shortcut is added through the Open dialog it does NOT show on the Options list.

In Revit 2009 you can drag and drop the position of the folders showing at the left side of the Open dialog box to be exactly as you want directly from the Open dialog box. Also, new to Revit 2009 is the option to right click there and choose to add the current folder to the list or go to the Edit Places dialog.

yes, i know what you are talking about. File Locations under the Option list is not linked to the places on the open dialog box, which is weird to me. Logic would dictate that they should be since that was the case in 2008. maybe an autodesk tech has an answer he/she would like to share with us?
